tect the springs.

There are three major users
of the water in the Edwards
Aquifer, Specht said, and these
often conflicting uses have
made regulation of the aquifer
difficult.
Irrigation in West Texas, the
city of San Antonio and the
users of the Guadalupe River
water all have a valid claim on
the water in the aquifer.
Both irrigation and San Anto-
nio are taking ever-increasing
amounts of water from the
aquifer, he said. Two springs in
Bexar County have ceased to
flow because of drawdowns by

live with her daughter. She

Trixie has been a big help
to Jessica. When Jessica goes
to market Trixie checks on
the girls to make sure every-
thing is okay.

A funeral was conducted for
Ramon Ramirez-Escobar, 66, of
Port Lavaca, at 2 p.m. Wednes-
day, Jan. 31, 1990 in the Our
Lady of the Gulf Catholic
Church with the Rev. Richard
Beck, OMI, officiating.;
Burial followed at Port Lava-
ca Cemetery under the direc-
tion of Artero Memorial
Chapels of Port Lavaca.
Pallbearers were Miguel
Ramirez, Scott Turner, Joaquin
Cruz Sr., George and Henry
Cruz and Joaquin Cruz Jr.
He died on Monday, Jan. 29,
1990 in his home as the result of
a lengthy illness.
Survivors include his wife,
Beatriz Gomez-Ramirez-
Escobar; a daughter, Beatriz
Turner of Houston; a son,
Miguel Angel Ramirez of Hous-
ton; five sisters, Maria de Refu-
gia Escobar, Lourdes Cruz,
Emma Ramirez, Teresa and
Leonore Cruz, all of Tampico,
Mexico; three brothers, Miguel
Ramirez of Tampico, Mexico,
Joaquin Cruz of Port Lavaca
and Marcos Cruz of Tampico,
Mexico; and a grandchild.

During the 1950s drought,
when Comal Springs stopped
flowing for the first time, the
population of metropolitan San
Antonio was 350,000 people.
Today it is over 1.5 million and
growing.
San Antonio is now extract-
ing approximately 500,000 acre
feet of water from the aquifer
each year.
The average annual recharge
to the aquifer is 603,000 acre
feet, Specht said, “but averages
are made up of extremes.”
In dry years, San Antonio
alone extracts more water than
is put into the aquifer.
The GBRA has filed suit in
state district court in Hays
County to force the Texas Water
Commission to regulate the
aquifer as an underground riv-
er. This would allow the TWC to
require permits for pumping
from the aquifer just as the
agency regulates the use of sur-
